What would be a good rifle for someone new to firearms? Preferably a bolt-action or something accurate to take into the PNW forest/mountains.

.308 bolt action in your price range with a $300+ scope and some ammo. Take a hunting class even if you don't intend to hunt to understand the basics or a rifle course if one exists at your nearby ranges.

I'd start with a .22 before jumping into a full sized rifle round.
I finished a hunter ed course recently, I'm going to get a .22 and plink around. After that, I'm looking to target shoot and possibly hunt for deer.
.22 is great for that and cheaper than dirt. You really should be shooting a rifle/shotgun with someone who knows how to teach you to shoot before getting something bigger though. Not because you can't handle it or whatever, but sighting in a rifle, managing recoil, etc. are important and .22 with irons really doesn't get you all the way there. Maybe get a .243, then work up to a .308 which will get you comfortably in the deer/elk range of hunting. You can hunt deer no problem with a .243, but if you are just starting out you might want a little more punch to reduce your chances of wounding since you probably won't be very good at tracking early on.

Get a 30 06 or a 12 gauge
Any of the ~$400 bolt guns you see on the walls of your local sporting goods stores. Ruger, Tikka, Howa, Thompson Center, Savage, etc. They're all fine as a starter gun and pretty robust. Some even come with scopes that are good to get you started. You can even buy a rubber buttpad for them to help with recoil early on.

Kimber Hunter is lightweight as heck. However if you are in WA you really should get an AR15 and a case of magazines before the brown horde bans them.
Head over to any local gun shop, most .308 bolt actions are pretty decent and they'd probably be able to give better recommendations.

I like the weatherby vanguards, I have one in .30-06, killed plenty of stuff with it, they are a middle priced gun with a sub MOA guarantee. I am sure someone here might be able to recommend something better, but I personally think you are getting a quality product. Couple any of those guns with a decent 3x9 optic and you have a decent setup.

Again, you might be able to find a better price, different setup but I bought this for myself for my first rifle 10 years ago and it is still kicking today. Someone here might have a better recommendation with respect to an optic or a different gun entirely, but that is what I have.
