Yes, under the right circumstances it can. But those circumstances are very uncommon as it requires you, the interrogator, to already know said info and to be able to get a confirmation from the victim without even hinting at the specific info you want. An example:

>You cannot ask about the supply depot attack plan because it puts that thought into the prisoner's head. You would have to be extremely vague such as asking about partisan movements in the area.

It is accepted not to work because it doesn't make the prisoner want to tell the truth, it makes them want to have the torturer stop and if the torturer doesn't know the truth (or the "truth", more later on that) then it's not possible to do that. If some piece of truth is the only thing you know worth saying then you might spill that, that's for torturing witnesses, family members etc.
For torturing soldiers, they know lots of things and you have no idea which things they know and don't so you'll skip right over the truth and get lots of bullshit as they try to make you happy and stop.

The real advantage of torture and where it works very well is in extracting a designed confession. Regardless of whether it's true or false, if you just want them to say that they did something then it works fine. Therefore it's effective on political prisoners if you need a confession that they're terrorists or whatever.

Confirmation is good but the use of torture is often a poor way of doing it.

The idea is to disrupt their ability to remember exactly what they confessed to you the first time, so if they made up some bullshit they won't get the details right. Keeping them sleep deprived keeps the their last confession from being fresh in their head the next day (we remember learned things better after sleeping).
