It's basically a B-2 the external B2 geometry has a ridiculously low RCS they don't have the money or time to try and improve on it

It’s a classic mistake. Never post a photo more interesting then your topic. You have to find a nice balance between eye catching and non distracting.

Hasn't it been basically confirmed that it the canted wing is more efficient and scalable? The tail was also a compromise for low altitude too.

Probably not until it flies. The one they have manufactured already will be a structural testing rig with no engines or avionics.
Similar to AT-1000 on display at National Museum of the USAF, which was the second structural testing airframe for the B-2

The Air Force black budget is staggering, they have the money.

Its a B-2 but about 30% smaller and a revised tail. Thats it. More orders for the B-2 was canned early because post-USSR, the demand for "$1bn per nuclear stealth bomber" was basically 0, and after all this time its cheaper to just redesign and roll out new. The b-21 is basically the "M4A1" to the og "M16". Smaller, improved features and stuff. Oh and the B-21 is cheaper too, so we can field more of them.
