Nothing besides what's taking place (upgrading F-16s to block 72), and then extending the upgrade to the block 50s (making them block 50+ Advanced using the removed equipment off the upgraded aircraft). Same with the few block 30s that will remain in service.
Also, buy any Mirage 2000-5s that can be bought used (from France, UAE, Qatar) in order to replace the F-4 PI2000 and the original M2000s that were not upgraded. On all of the ones that remain, install Link16.
No need to buy a new plane until the roaches get close to getting one.

Given finances, I don'y advocate any new platforms induction today. 5-7 years from now you can look to induct the F-35, if finances permit.
But mainly my plan would be:
F-16V, and Mirage 2K upgrades for now. Both in service and cheaper for the HAF to maintain, equip, train with and overhaul as all the necessary infrastructure is already there.
Each new F-16 or M2K, or upgrade will cost substantially less than a single unit of a new platform, whether that's a Rafale, or F-35 etc. Not just due to price tag, but also aforementioned efficiency savings.
Try to negotiate significant transfer of tech and in house production/assembley if buying any new units.
That way you'll have cost-effective AESA multirole platforms. M2K could be the prime A2G arm, and the F-16V and F-16V upgrades for existing Block 50s? would massively improve effectiveness.
Also, buy some more AEW&C. 4 just aren't enough. My airforce (Pakistan) recently used the enemies lack of 24/7 AEW&C coverage in a local theatre to win air dominance in a local engagement. This'll help prevent you from being caught with your pants down against the TuAF etc. I also understand the need for cost-effective solutions to provide new and improved capabilities on a constrained budget, hence this answer.

F-35 VTOL isn't neccesary for HAF. Also, having had word from some of our pilots who've been around the F-35. I can safely say that it's the best fighter in the world right now.
With the tech comes new capabilities. And right now new fighting concepts are being developed with the F-35.
Older aircraft and airforces are simply unprepared for what this aircraft has to offer.
