India needs to shrink their active armed forces to under a million while divesting themselves of most of the old hardware. Too much money is going on keeping old hardware in service, pay & pensions, and a load of unnecessary bases. If they do this and redirect the money on qualitative improvements they might get better and be able to expand again in a decade. The problem of course is that all this waste is actually electoral bribes to key states and keep the generals from leaking too much embarrassing information to the press for more money, so good luck to any government trying to do it.

The first indian Rafale, the RB008, which is flying since october 30 2018, will be formally delivered to the indian Air Force testing teams IN FRANCE in 4 days from now, on september 19 2019. The official delivery ceremony, featuring several indian VIPs, will happen on october 08 2019.
Rafale RB008 will fly IN FRANCE for years to come as it is supposed to be the LAST delivered aircraft of the initial batch for 36. The contract stipulates all aircrafts must be delivered within 67 months after the signature of the contract signed in september 2016. Meaning april 2022. It will serve as a bench for the modifications which will be incorporated to the rest of the fleet (mostly software and a little bit of hardware thanks to the modular architecture of the Rafale), and then join the IAF as an operationnal twin-seater aircraft. But right now it is a "developement aircraft" used to validate the performances of subsystems before FOC.
The first four war-ready indian Rafale (RB001 and following) which are being tested right now, are going to serve as training platforms IN FRANCE for the first batch of indian instructors for the months to come.
They will land in India in april 2020 and be immediately operational (same as in Qatar). They are going to be roughly equivalent to the F3R or F3O4T ("4th tranche, treatment of obsolescences") delivered to France up to 2018. With the difference they are going to be equipped with the full array of enhanced sub-systems chosen by the IAF, with a boosted RBE2 AESA radar for example, or cold start capability, and towed decoys... and thus will gradually become much more potent. Their FOC will be achieved in 2021 or 2022 at which point they will be close to the coming F4.1/F4.2 french standards.
RB008 will fly around 1500 hours in France overall. RB001 and 3 others will be delivered to the IAF in april 2020.

Over 400 qatari specialists have been trained in France to fly and maintain the Rafale since 2015. 15 jets now delivered.
This fake news was used during the indian elections to steer the public vote in favor of Congress leader Rahul "Rafale is a scam" Gandhi corrupted by BAE to buy the Typhoon instead of the Rafale (see Christian Michel case). Gandhi ultimately lost and quit political life after the biggest defeat of the Congress ever, making the RAFALE the first jet fighter to destroy the carrier of an ennemy politician. So all in all, this story makes no sense, and there's still no factual proof of actuals pakis training on qatari, french, or even egyptian Rafale.

I'm sure between the 50-80 year-old buildings; the 10 year-old computers (ancient by tech standards) that need purpose built environments to run the tools that are still in fucking UNIX; the refits of 40-60 year-old air frames; the refits of 30-60 year-old ships; even new tech being stuck behind so much red-tape that by the time it's implemented it's already decades old; the AR platform that's 60 years-old; etc. etc. etc..... I'm sure, among all the shit that we use that is nothing but refits upon refits of hardware designed or built on average half a century ago, we could find something that's old.
There are a very limited number of cases in which things get updated, to include 1) because PR (the most common) 2) to justify the military industrial complex 3) because someone's career will be helped 4) because theres a need that isnt being met when encountering a new environment (rare) 5) because whats being used just cant do the job anymore (incredibly rare, often cited to hide reasons 1 and 2)
