It's a sharp edge with some mass behind it on a handle. Physics alone tells you that it's more than enough to kill someone with.

Effective in what context though? I'd be glad to have it if I go up against someone with a knife who is not already close enough to kiss, but it's obviously lower on the list than every sidearm ever, unless you are in a life or death fight against a sapling.

It lacks reach and is a little on the slow side, so it works best in tandem with a shield or buckler. You could also throw it, but then you don't have it anymore.

Tomahawks are a useful combined tool/weapon. At the same size and weight, a short sword would be a better weapon... and a pistol/carbine an even better one. But that goes without saying.

As thrown weapons they have always been a meme. Every period reference of them being thrown was either for competition or at an enemy that was running away.

They were historically used after your gun, your main fighting weapons, ran out of ammunition. A knife is another tool you're likely to have which can be improvised as a weapon. A shield isn't.
Nonetheless, tomahawk plus shield beats tomahawk plus knife every day in a dedicated melee fight.

rifles are very slow clubs and if you can step back from the first swing its easy to move in and whack someone in the head with a hawk before they can swing again with force
rifle with a bayonet can keep you at distance with quick jabs though
