I have a bandolier for my lee Enfield and it looks great for aesthetic but I find carrying ammo this way allows it to sag down and it's hard to get clips out. I eventually started using belt pouches. Less cool, but more practical.
From what I know, bandoliers were issued in Western armies for either cavalry or people who needed their belts clear to carry grenades. Not really a thing of reload speed, just a way to free up space.
You mean the cloth ones? Yeah it's not a really great way to carry ammo but it was cheap, easy to make, convenient to pack and issue and worked alright. I suppose if you were fighting with it you'd figure out a way to make it work for you or just put up with it.
