You basically almost have it. You keep the entire internet still up, except for places where they congregate. People who have been flagged as likely to resist by prism algorithms will find it inexplicably difficult to connect to FB groups and right wing websites where they congregate, and then their door explodes inward as swat pour in to double tap them. They really are that weak, for example, fiber optic communications can easily be destroyed by literally just bending the wire until it cracks. The weird tennis racket looking wire loops on powerlines, and communications wires are meant to curve the wires so that fiber optic cables don't bend too much. Fiber optics are literally just thin glass strands.
Also, local transformers wouldn't be too hard to destroy with well placed shots into the infrastructures. Also, various economic activities can easily be disrupted through simple allegations of attacks or bombs.
These are just a few examples of how modern infrastructure can be disabled for short amounts of time.
