It took China a few years to steal the necessary designs from foreign sources, but then they had to learn how to read. Im not going to defend India on this. It will take longer than their projections, but the project will be scrapped when a British or other carrier comes up for sale.

India is a poor democratic country. So corruption of a democratic system + corruption of a poor country = extra delays. China is a totalitarian commie shit. So corruption is minimal as they all fear being sent to the gulags for some organ donation. US is a democratic country with strong corporatist lobby, so corruption is rampant. This is why our screws cost $10K a piece and the end result product cost 10x what it costs in China.
