Dude, it's not logical. Back in '94, they tried to figure out how they could ban AR/AK pattern rifles going forward without nuking the entire long gun industry. They did it by banning adjustable stocks and pistol grips.
They couldn't outright ban detachable mags, so they have to rely on no one selling an unpinned magazine in state. It works out about as well as you'd expect.

Better than nothing in terms of being able to shoot such monstrosities. But from an esthetic perspective, that stock is a horror. It's like a designer and an engineer got really wasted and decided it would be funny to make the ugliest, most annoying stock possible, then when they shook off their massive hangovers the next day they found they'd left it on the boss' desk and he'd taken it seriously, putting it into production.
