Because straight HE is really bad at killing modern tanks so it's not much of an issue. Kinetic penetrator rounds would just blow on thru as if the spikes weren't even there. I can see them being somewhat effective against the HEAT warheads most infantry AT weapons use but slat armor is a thing and is probably way more effective than spikes. The latest tandem charge warheads don't give a fuck about slats or even ERA so I doubt you'd be doing anything but making your tank look like something an edgy 14 year old would draw in his notebook.

WW2 AP warheads, as shown in the vidya games clearly composing your knowledge base, deflect away (or in, aka "shot traps," another /vidya/ tell).
