He might mean preban as in before the 1994 AWB, where that rifle would come from. Possibly he's getting at a particular state-ban.
These rifles are just a few small details away from being a proper A2 clone, so they have some desirability (also coming from back when Colt still made nice rifles). Fun fact, Colt kinda cucked out right around then, they made these without the bayonet lug and put a block in the lower receiver to prevent a DIAS from being inserted (whether you legally owned one or not), figuring an AWB was coming along soon.
