most large autoloading 40mm cannons use an internal magazine instead of some sort of detachable box magazine, but you don't load it using a stripper clip for reasons I hope are obvious.

There are devices for loading AR-15s with a clip to bypass California legislation. Ar-15s are much older but they are still produced.

There are plenty of clips around to load detachable magazines. It's a way to keep ammunition in a lighter form then spare magazine.

Depends on the state. Idaho only requires you use a seatbelt if one's available (and even if you don't, you can't be pulled over for it and it's a $15 fine), so assuming there aren't restraints or they've been exhausted, you can basically do what you want. People regularly cruise around here with their kids/friends in truck beds. Not sure about Arkansas.
