But if someone wanted to take down a drone in a situation where there was a serious rebellion agains the US government, one would go after where the drones are based, supply lines bringing rockets and spare parts and whatnot, and harass/attack drone operators and their families. I mean they've gotta land sometime. The people flying them have to eat and sleep somewhere.

Also the US military isn't really geared up for a lengthy war where supply lines are attacked in a particularly serious way. Frankly the US military is ridiculously high tech, and probably pretty vulnerable to just basic things like running out of spare parts for equipment. Thanks to the shitty way Congress funds military projects, parts are made all over the United States. So it wouldn't be that hard to disrupt that.

MQ-9s operate at 25k feet and have a ceiling of 50k. You’re not likely to be hitting it with anything feasibly obtainable as a civilian, even in a hypothetical civil war scenario. You could obviously attack on take-off and landing, but firing a weapon near a base that operates aircraft whose main purpose is to locate people on the ground will end poorly.

You can at best set up a drone with a net to jam the propeller or try to use an airplane to hunt them down.
Jamming isn't realy that effective due to the distance involved.

Probably, yeah. Sensors operators are unironically some of the deadliest individuals in the military if you want to go by individual kill counts.

Get a satellite dish with LNB device and hook it to your computer with skygrabber installed and see what's out there in the Arma 3 world. You'd have to figure out what frequencies those drones work on. Good luck!

By dispersing forces and into a large civilian population making aerial attacks undesirable by offering only low kill potential against my personal and equipment while presenting a higher probably of civilian casualties. It won't stop the corrupt glowniggers from attacking me anyway but when things inevitably go south it serves to rally members of the local populace to my side. (Which in reality is what they want to happen anyway. Got to justify their budgets somehow.)

Guided missiles have been around quite a while now, they're not exactly super advanced tech and there's plenty of resources relating to their design easily available over the internet. Nowadays electronics and electromechanical components are fairly cheap. Unguided rockets aren't that hard to build, high school and college students do it all the time.
Other than legality, I don't see exactly what's preventing people from making their own SAMs if need be.
