It's happening because oxygen is in contact with the steel in the white. Keep it covered with grease/paint or have the firearm refinished. Could also quick blue it

How is it stored? Soft case? I have some rifles with pretty widespread pitting, but I've never had issues with rust returning.

I live in a desert but I still oil every uncoated metal surface and never experience rust.
DON'T FOR THE LOVE OF GOD FILE THAT DOWN.
Just sand or brush out the rust and give it a retarded about of oil or paint to seal the putting.
And btw bud that looks pretty damn deep from my end.
Might wanna get that checked out by a few smiths to make sure its okay.

You can't add metal, where is it on the barrel? If it's near the chamber talk to a smith. Ifit's near the end of the barrel don't worry. Get a blueing pen

it's hard to stop pitting once it starts because the geometries are all fucked up and not conducive to application of rust inhibitors.

i mean he's not wrong but good luck getting a surface finish that doesn't look like complete shit. you'd have to take the entire barrel off and turn it on a lathe.
you could treat the rust with muratic acid then led the pitting. Muratic acid removes rust 100% and avaiable at hardware stores it is used for cleaning bricks and masonry and stinks to high hell. then warm the barrel and pour molten lead into the pitting and sand smooth... Drawbacks will fuck your finish lead will never take a finish so will be a spot. chemicals and lead are both dangerous to work with. but it would cure the problem 100%

Yes, you need to clean the area you're going to blue with a degreaser then alcohol so you're not bluing the oil or dirt on top of the steel.
Maybe but if the pits are super deep you wont be able to properly clean it out without removing a ton of material.
The longer you take to do it the higher chance of rust spreading to new areas of uncoated metal.
I'd use a wire brush and oil at the same time but you'll destroy whatever coating it has most likely.

file off what you can without making a noticeable divot in the barrel maybe a few thousandths.
Brownells sells Devcon Epoxy Steel which most gun smiths use to fill pits.
Just cut the barrel below the pitting.
