I exercise at a weight I can perform perfect reps at consistently, maybe my last set is a struggle to complete perfect but that’s what I aim for, I could easily complete with bad form with maybe 5-10kg more but in never feel as theoughbthe muscle was worked so if I don’t feel it all the way through I drop the weights back down, (as I warm up and add 5 kg each set until I hit my working set weight)

He works out to 75% of max effort which isn’t a bad idea since you don’t deplete muscle glycogen completely or catabolize muscle cells. If you don’t wanna eat enough or rest enough after an intense lifting/cardio session you will lose muscle and energy. Rogan’s On TRT so he doesn’t have to use max effort to gain or maintain muscle.
