Nope. If China can go from the worst civil war in human history followed by one of the worst famines in human history to being a global power I don't see why African nations couldn't manage the same with all the world class infrastructure they were left. Even less recent famines, like those in Bengal in the 40s, Ukraine in the 30s, the Madras famine of 1877, and the Irish Potato Famine, could have been avoided if the governments of these regions had been both more competent and gave half a damn about their people. If you have railroads, abundant fertilizer (natural or synthetic), half decent crop breeding, and 18th century machinery agricultural machinery like the seed drill and combine harvester, there is literally no excuse for people having under 2000 calories a day.

It doesn't matter how many resources the African continent has because they lack one of the most, if not the most vital resource -- intelligence. The average african doesn't have the cognitive capacity to utilize these resources.
