Cardio can deplete glycogen so muscles may appear less full and may only appear to be impressive when you have a pump if you do excessive amounts of it.

Cardio does promote muscle development besides the heart as well. You can burn body fat while still eating more calories/protein than you could if you didn't do cardio.
