You've figured it out. You're not losing fat because you're eating too little and your body got used to the intensity of the cardio. All you need to do is eat at your TDEE instead of under eating to prevent your metabolism to be even more slower, and crank up the intensity of the cardio to 30~50minutes. Add weight lifting to boost your progress.

I had a similar body, maybe even a little worse. I have been autisticly gyming, dieting, supplementing and using test (pct) for 11 months and am just now finally able to say that I have a beach-feat body, though I'm going to spend one more month with extreme dieting to drop into single digit body fat before summer actually starts.

I did it the hard way, making muscle-building my priority and losing fat as a side-note in order to not have any loose skin. You can diet and stick to cardio and lose the fat quicker to look semi-decent by maybe mid-summer but you will run the risk of loose skin.

You're a skinny fat who eats less and less, but can't lose weight and your progress is at a pause. You do your cardio only 20 minutes a day. What would you change in your routine to fix your problem? Next i would tell him to do intermittent fasting with a 6hr eating window and focus on eating whole real foods and ideally as low carb as possible. No sugar or processed carbs at all ever.
Finally I would encourage him to keep doing cardio and start on a beginner strength program.

Not quite so... I had low test because I'm getting older and was overweight/living a sedentary lifestyle. I packed on newbie gains pretty quickly and it helped me to shred fat more quickly at the same time. I plan on doing one more cycle (three total) and then I will come off and get my natural levels checked after three months. If being fit and active/eating healthy has brought my natural levels back up, I'll drop the test forever. If they're still low, I'll blast and cruise forever. After only a year of lifting, I haven't even the natty limit. I'm only in test, nothing crazy.

Now thats anecdotal obviously but again the science shows no problem at all. Your body needs about a week to adjust and youre perfectly fine. I was 245lbs 6 weeks ago and I am 195 now. I've been eating 2 meals a week, lifting weights after my meals (usually around 2k calories at a time) and doing light cardio on the fasted days. I have lost zero muscle (actually gained a bit) and lost loads of fat. From experience incorporating fasting is absolutely the best and most efficient method of weight loss.

I'm not trying to be Jow Forums edge mode or anything here so try not to be so defensive about what I gotta say. When I was natty few years back I was eating around 1900~2000 cal. My stats back then was 120lbs, 5'5. I went to the gym 5 times a week, cardio for 30~40 minutes 5 times a week. My "maintenance" was around 1500, even though I was eating 400~500 calories more than my maintenance, I was lean. Why was this possible? That's because

Metabolism is everything. A lot of people underestimate the importance of it, and it's so easy to activate your metabolism. That's the only thing that school teaches people, so I get that it's hard to get. This is why professional bodybuilders keeps eating constantly day and night and is STILL lean as shit. They need calories to maintain their healthy metabolism, so it can give them muscles, leanness and function properly in the gym without starving. That's why I keep telling people to lose fat mainly from exercise, not from extreme caloric deficit. If you're gonna do a caloric deficit then it shouldn't be no more than 200~300cal or else you'll start losing lean mass that you worked so hard for.

I'm the leanest BF% I have ever been at 185 lb which fasting has helped me get to from my worst at 255, this is also the strongest and heaviest I can ever lift.

If you make sure to eat a lot of quality foods high in protein and watch the carbs fasting is great, there's no room for junk if you really want to make progress though.

I had lost quite a bit of the weight before, I was a full blown fatty so even just a year or two of eating poorly but within reason resulted in tons of lost weight.

I really only started fasting around the 200 lb mark, but it has been awesome. I don't track calories but I roughly estimate 2500-3000 a day but i'm very active. My weight stays the same usually but I'm cutting body fat with good nutritional habits
