I'm 5'11 and 280 lbs . The BMI says I need to lose 110 more lbs to be considered "normal" for my height. Would that really apply? Wouldn't 60 more lbs suffice?

BMI is dumb but you have a lot of fat to lose. You probably have more fat than you think. Don't worry about BMI worry about how you look/perform.
Cut now and lift for awhile until you look noticably better. Maintain for a bit, maybe even try to build some muscle. Cut for awhile more until you look better. Repeat this until you look how you want.
It's not good to cut more than 10% of total body weight at a time without periods of maintenance in between. There was a good video about Mike Israetel.
Cut down to like 250, then maintain/build some muscle. Cut to 225 and repeat. Cut to 205 and repeat. Then see how you look.

Get down to 210 lbs and see what it's like there. It's hard to judge by picture . Standing side profile. You can hide stuff. You are probably at least 35%, but for that height/weight when you reach your goal, you could have an incredibly physique.

Realize that. There is muscle underneath flab. The muscle actually makes it look worse because it pushes out the chest in an odd way. Once flab gets reduced, the chest will look solid.
