so learn how bra sizes (cups and band) work.
spoiler: the band is supposed be smaller than the ribcage circumference so it is stretched and functions as an anchor for the bra. contrary to popular belief it's not the straps but the band that should carry most of the weight.
the cups are supposed to be big enough for the breasts to fit in them without spilling over but not so big that the breast just "flow in".
there are bra fitting videos and instructions on the net that are more detailed.
