I have a 40 inch waist and I am 5’7 200lbs and I Bench 315 for reps.
My advice would be to get strong and big as possible to overshadow the wide hips even if it means being fatter than you would like.
Being a skinny and weak guy will only make your hips appear wider.

Never leave out any parts of your body. Work them less, e.g. with only one exercise. First of all, start working out if you aren't already. It's the first step and you are thinking about step ten. Maybe going for mass will mask your wide hips depending on genetics and so on. If not you can focus on core and lats later on to mask your hips. On the bright side wide hips allow the lateral abs to work more efficient (a standing log is more difficult to tip over than a pencil). Maybe your predestined for farmer's walks.

Build up you back/chest/shoulders, find clothes that deemphasize the width of your hips, try to maintain a narrow stance when just doing your daily life shit rather than taking a CIA-style power stance that will exaggerate your hips

This. You don't really have wide hips, its just your lats and obliques are so underdeveloped that it makes your chest seem small and your hips seem wide by comparison. As long as hips are narrower than your shoulders you should be capable of looking aesthetic.

I used to have the same problem, it got way better once I stopped trying to lose fat to fix it. Bulk and get thicc, the muscle and fat will fill out your chest, lats, and back.

The reason why you have wide hips, is because your waist and upper torso are fucking tiny but also because you have excess fat on your hips, and because the fat you have(which is more than you actually think) is making you estrogen dominant.
The ONLY way to fix this is to lose bodyfat and train, no bulking is not gonna help, trust me I tried, I've been there.

The big thing that made all the difference was training, training and losing the fat I had made me look WAY better.
Train your abs, ignore the retards telling you to just do deadlifts and squats.
Do a fuckton of pullups(lats and arms and rhomboids and rear delts) and pushups(chest, triceps, front delts and serratus).
It makes a huge impact in your frame.

Work your chest, hard, too. Basically you’re starting off on insane difficulty, but you’ll likely never feel ok about yourself unless you try to balance out.
