BMI is a better predictor for health outcomes than body fat mass or percentage. It is excess total body weight, including muscle, that is harmful to health in the long run, not simply body fat.
BMI charts are all about statistical averages and not outliers like anyone even remotely athletic. If for instance you take an American Football linebacker and apply the BMI chart to him he'll come out as morbidly obese when in fact he's a mountain of muscle with healthy bodyfat percentage.
Ignore BMI charts. Use hydrostatic weighing, or DXA scans, or even expertly-applied skin calipers to determine bodyfat percentage instead. BMI charts are garbage.
I highly disbelieve that someone being zero muscle, zero fat at BMI of 19-22 is healthier than someone who is lean and has enough muscle to get a BMI of around 32

First you need to stop making excuses and start doing cardio fatass
BMI is decent when applied to an overall population because the vast majority of people do not have high lean body mass. This makes it okay for things like overall epidemiological data. It just shouldn't be applied on an individual basis when you obviously have someone who's athletic. Technically I have a BMI of 28 but my doctor/nurse has never said "user you need to lose weight!" because they can take one look at me and clearly see that BMI doesn't apply.
The thing is that BMI is really easy to calculate. All you need is height and weight. It's a lot more of a pain in the ass to estimate something like BF% with calipers across the board, and it's not worth it except in those instances with people with lots of muscle.
BMI works well enough if you don't lift, if you have above average muscles then it starts getting wonky, everyone knows this
