Sorry if this is a stupid question, but I'm a fat girl (5'5", 200 lbs.) and I'm not sure if I'm supposed to try and gain some muscle before I start losing fat or lose weight first before gaining muscle.
I've been sedentary for years which has caused me to lose a lot of muscle. I'm very weak, so I thought gaining a little muscle back might be easier because I have so little. I also thought it might help with skin-sagging.
I plan on losing weight pretty slowly to reduce the amount of saggy skin I will have, but I don't know where to start.
Okay, how much should I lose before trying to gain muscle? What exercises should I be doing?

For the first 3 months, go to the gym 3 times a week. Focus on lower body exercises, such as squats, glute bridges, deadlifts, donkey kicks, etc for 2 of these 3 days. On the other day, do some upper body movements, such as bench press, incline bench, overhead press, etc. After 3 months, go 4 days a week. Split your time evenly between upper body and lower body. After 8 or 9 months, go 5 days a week. 3 lower body days with 2 upper body days. Aim for a 300 to 500 calorie deficit a day. This will allow you to lose around 2.5 to 4 pounds a month. At a rate of 3 lbs a month, you should drop to 150 lbs in about 15 months. Dropping 50 lbs is a long term commitment. Good luck

Don't listen to this dude. At 5'5" 200 lbs you will need to drop to about 120 to 130 lbs to see visible abs, and might not even see them at all depending on how much your skin sags. Keep a steady diet. Keep in mind, your weight loss will be fastest at first and will logarithmically slow down as you reach 150 lbs. Set 10lb goal markers, which you should hit every 3 to 4 months. Also keep in mind sometimes your weight might not change in number, as you will inevitably build some muscle even on a cut as your are losing weight. As I said, aim for 150 at first and see how you like your body. In my opinion, the ideal weight for a 5'5" girl is around 135 at 18% bodyfat. Up to 145 is acceptable, assuming you are holding a significant amount of muscle mass. Muscle mass will always look better than fat at an equivalent weight. See pic related. Good luck
Focus on lower body work, and work as much core and back as you want - you can never do too much, and you won't get a huge manly back if you're not already genetically predisposed to one. It will however give you a great posture, which is going to make you more attractive and make your tits look better. Post body if you want more tailored advice.

Diet is everything is you want to lose weight. Count calories. Eat enough protein.
Hit the gym and start of with a basic program focused on compound movements as these give you the most bang for your buck/build most muscle, three times/week. You could do Phrak's Greyskull LP or Stronglifts (though that doesn't have enough upper body imo). Eat enough protein and you'll definitely be able to gain a decent amount of muscle while losing weight. After a while, add in some cardio, maybe 2 times/week. Take a lot of pictures and measurements, like someone in the thread said, your progress won't always be linear.

Fasting would be a bad idea in this case as losing weight at an accelerated pace gives too little time for the skin to adjust. Also, I would not suggest fasting to someone who does not have ample knowledge of nutrition.
