It's for a security camera in the building. If someone steals shit and starts running out, the camera records them dashing out, and the scale next to it provides a close approximation of their height. It's not standing still height compared to it, it's your height when running/pushing the door open, that's why it's lower than reality.
It's not for "cargo clearances" that's pretty brainlet of you to think so. Commercial buildings doors are relatively standard.
