depends on how much muscle mass you got. You probably are dyel and weak, if you cut youll have no muscle. On the other hand you can cut and start fresh on a clean bulk, or you might as well bulk from here and then cut when you reach your desired weight.

so just become fat with relatively fine muscle under the fat and start cutting?
you are not all that fat, probably 15-17% body fat. You could bulk from here for a few months (lift 5 times a week, minimal cardio each week just to keep you conditioned).
You'll gain muscle but also inevitably you'll gain more fat, thats how it goes when it comes to building muscle, but keep your diet as clean as possible.
You could also just cut and burn all that fat, youll lose weight and look lean but you won't look muscly tho, then start bulking from there, but... I dont really think its that necessary.

guess ill probably have to keep my calories intake the same but change some diet positions to include more proteins

it's better to spend recomposition months looking skinny than fat. if you get bored at any point, cutting first at least you are always in a position where you look better than before vs reset as a fatass

Being skinnyfat has more to do with having zero muscle mass rather than too much fat.
I have your bodyfat percentage, but i dont look weak because i have big muscles.
try and run and lift
eat 500 less than maintence per day (use a calorie calculator (just google it) to find out your maintinence

I wouldn't recommend cutting, you are not really that fat to need a serious body recomposition.
BUT, if you really want to cut right now, do HIIT 5 times a week and reduce the amount of food you eat.
Brainlet here, general question: isn't stuff like losing BF tied to an individual ? Like, for some cutting works for some it doesn't ?
In all forms of English, you don't put a space before ending punctuation. You may be French, considering this is normal in that language, but try not to let that carry over into other languages where it doesn't fit.

You lift 4 times a week? What kind of program? Diet? If you have been at it for a while, then you might not be eating enough to see any real progress. If you just started, make sure you have a proper routine and some semblance of nutrition going on. You have a lot of room to grow or you could look into something like leangains or whatever meme routine lets you bulk cleanly.
