Yes, it's universal and free. Even homeless can get their insurance. There is also "additional" insurance that costs money. Usually provided by big companies as one of the benefits. What you get for free is depends on city. Some have decently modernized hospitals, some shithole tier.
As for so called neetbux - you NEED to be disabled to receive it. It's very hard to trick government into paying. Payments not very big, combined with some additional benefits it's allowing some sort of decent living (food+rent) but nothing more. Gotta save up or learn for some freelance dev work if you want to buy some stuff.
Unemployment benefits is pretty shit. It's much easier to just go and work as mall security than depends on it.
Crime levels depends on city, but even in my relatively small town, it's safe to walk everywhere nowadays. I advice you not bite on "omg life here so dangerous and hard". ~90% chance that it's some attention whore telling fairytales.

Trust me, it's not. I lived in a commieblock in Poland for some of my childhood and it is not comfy.
The pic sent is a very rare view and the weather is rarely that comfy. The inside of them is usually shit and dirty unless it was built recently or renovated, and the amount of drunktards and gopniks is abysmal
