In conjunction with this, the US government also went into hiding and so the assumption is that X number of years later, people would emerge and start rebuilding and the government would return to lead the people in reconstruction of the USA.

First i'd collect all evidence and wait for them to wake up. I imagine it would take some time to come to accept this ridiculous scenario. After that, it's hard to say. I guess we would have to organize a structure in which i'd have to try and impregnate everyone within the time limit.
