Doctors generally follow guidelines, especially for controlled substances. Official guidelines use a totally bullshit "normal range" for testosterone that doesn't consider you low-test until you have less testosterone than most 80 year old men. This could be avoided if they just looked at T-level ranges by age range, but they don't. Whether that's for political/social-engineering purposes is up for you to decide.
