That's just regular fat. First be real with yourself that is the only way to see improvement. Also cut that has more visible results.

Yeah man, I would calculate your TDEE and eat on a calorie deficit (cut). Aim for about 1lb down a week. Make sure to get about .8g of protein per lb of body weight in your diet each day. Moderate carbs and fats.
Lift weights 4 - 5 times a week and cardio After the lifting on 2 -3 days a week. Make sure to increase your weights when lifting until you feel like you've plateaued then eat at a maintenance and lift harder. Once you stall in lifting, eat a little above your TDEE (but this will take a few months) You'll get lucky with newbby gainz if you're new to lifting.

I recommend a steady bulk for optimal strength and size gains, supplement with the Starting Strength program and the GOMAD diet concurrently. Once you hit 1/2/3/4 then cut, until then bulk, bulk, bulk.
