Should I bulk or cut?

5’10, 141 pounds

Not sure whether to bulk or cut. I’ve lost 20 pounds the past year (since August of 2017)

Also, why THE FUCK do I have such girly, wide hips? Is there a way to minimize this look? Why is my hourglass so defined?

Clean bulk.
It's harder but worth it.
Also getting a better V taper and good obliques would be good.

It seems that the general consensus is to bulk, which I guess makes sense as I have been cutting slowly for a while now.

I guess I've just been frustrated, as I planned on clean bulking slowly once I had visible abs. If I am so small / underweight for my height, why do I still not have clearly-defined abs? What is causing me to still have a high body fat % (but apparently low muscle mass)

OP, don't listen to anyone else. According to this BMI chart, you are still solidly in the healthy range. I think you should cut more especially if your goal is to have visible abs before bulking. You're not going to get abs if you start bulking now, especially since you don't have them already. Keep cutting, it's still healthy to lose a few pounds according to this
