I'm not skinnyfat, I'm more strongfat, but my fat distribution is shit (except in my chest) so I have this massive glob of fat around my waist but I look almost ripped in my upper abs.

1. Eat at 500-700 cal surplus atleast 40% protein
2. Pick a routine (A real one not a meme one or your own made up one)
3. Stop jogging until you actually gain a respectable amount of weight
4. Sleep at least 8 hrs a day

Calisthenics are pretty much the only real option. I have 0 experience with calisthenics so i cant really help you beyond that.

B: ohp, deadlift, incline, shrugs

I notice a difference in my traps, which I'm really happy about, and my biceps a bit. I think I need something for the triceps because I'm looking like a t-rex with a wider chest & shoulders but smaller arms.

This has been my goto program for a 4-5 months now, should I move on to something else later on or just stick to this for eternity?

Greyskull LP is GOAT. Eventually you wont be able to add weight every session, even after multiple deloads. at that point, it will be necessary to move to an intermmediate program like Madcow, Bill Starr, Texas Method, nsuns, or 5/3/1

I am indeed the skinny dude. As for staying hungry, I usually eat and am hungry right after or 2 to 3 hours after, so I don't want to be hungry any more than I already am. I do eat carbs tho, usually have 2 bowls of cherrios with a banana, some blackberries, and strawberries.

What the fuck? Don't listen to numbers 1 and 3.
40% protein is way too much, especially on a bulk. You're gonna be pissing protein if it's not just converted to glycogen like half of it would be. The 500 calorie surplus is fine, though. Eat more carbs and keep your protein between 1.4-1.8g per kg of bodyweight.
Do your cardio. Jogging is fine if it's the best you can do, but you'll want to do something that's more labor intensive. HIIT cardio or swimming would be better for you.
You're a hungry skelly, but taking out cardio will only be detrimental. Just make sure to eat more to make up for the calories you burn.
