Anyone who actually lifts is probably going to have a BMI of at least 27 unless they're like 7% bodyfat

this is no different than correlating bodyweight and obesity. True for the normal sedentary population, but can't really be used when talking about strength athletes and such.

Different guy but I basically have those proportions. 19" or 48 cm neck. There is no real change from the width of my head to my neck. Doesn't really matter to me one way or the other.

I've got an 18" neck.

Awe man user, I feel sorry for you. I'm 6'1" with a 16" neck, and I've always thought it looks too small (though I do have a big head, so that might just be throwing of my proportions.)

Around 16.5-17". I don't do any conscious neck training though, just whatever occurs due to normal compounds. Of course, the thing is I have a very wide jaw and Jow Forums is saying that anything less than the width of your jaw is pencil neck tier. But that would require me getting like an 18-19" neck, which is just ridiculous and I'd need to throw out all my dress shirts
