OP, it's likely fleas. They bite, it itches, you itch so hard that it turns red/inflamed. The ones on my legs are the same. Just wait it out and find the source of the fleas (probably a pet or someone). Fleas don't tend to make it past a hot shower or survive too long not on something's skin.
