Insulin resistance is caused by an environment where you cause your insulin to be elevated constantly. Insulin also does regulate how fat is stored. Insulin is basically a transport signal. In the presence of elevated insulin, and a liver full of glycogen (it's basically always full if you're fat) you will store energy as fat. So when you say insulin doesn't regulate fat, you're actually the retard.

Insulin resistance isn't caused by too much dietary fat. In fact, out of all the macro nutrients, pure fat has an almost zero insulin response. Protein in the presence of sugar will spike your insulin the highest. Mixing fat into that equation will actually slow the spike of insulin. Where you're getting confused is, because fat is calorie dense (9cal per gram) vs protein and carbs (4cal per gram). If you consume a mixed meal with moderate protein high suger and high fat, you're creating an environment where your insulin will still spike, but you'll have ingested a large amount of calories which your body will store as fat.
