Sup fit. I tend to store fat around my lower back like in this pic. I've lost about 4.5kg/10 pounds and even though the fat in that area has slimmed down a little bit I'd like to acheive more of an "hourglass" shape.
Are there any specific exercises I can do to target that area? Besides cardio and proper eating, of course.

maybe work on your shoulders and butt, to accentuate those areas so the fat is not as noticeable and you aquire that shape
You're setting yourself up for disappointment if you're expecting weight loss to give you an hourglass shape. That's a product of good bone structure, not low body fat, so unless you're extremely obese, you should be able to look in the mirror and assess whether or not your hips are wide enough in proportion to your shoulders and waist. If your upper body is already bigger than your lower body, like the girl in your pic, losing the fat around your lower back will only make your masculine bone structure more pronounced.
But not all hope is lost! If you start a bulk, you can build your lower body muscles to give the appearance of a shape closer to hourglass.
You have pretty thin hips for a gal, lifting won't change your bone structure so an hourglass look may just not be achievable, but losing weight and training your legs would definitely help achieve better curvature
I have like a five day "model" and I usually split upper and lower body. I'll copy day 1 and 2 so you get the gist of it
Warm up 10 mins on bike or treadmill
Femorals + one legged deadlifts 4x10
Glutes on pulley + Squats on smith machine 15 10 8 8
Deadlift w/bar 3x10
Calves 4x10
Lateral glute kick 4x10
And then I'll do sets of walking+running, depends on how I feel that day I can run for 4 mins walk two, or run ten and walk five etc
Then upper body would be something like
Lat pull bar + pullover + lateral shoulder raises 4x10
Row + spinal extensions + arnold press 3x10
Triceps w/ pulley or on a bench + biceps 4x12 or something like that
Then cardio again and stretches. There's a bunch of exercises I didn't mention and sometimes I'll do more reps and less sets, you know. The usual. I just feel like the back exercises I do aren't giving me the results I want

I've heard the shoulder trick to look a bit moreproportionate. Am working on the butt. Will keep that in mind!

Do Stronglifts 5x5, proper heavy squats and deadlifts are amazing for making skinny fat dyel girls into booty champs (don't be the girl who does super slow romanian deadlifts with a fixed 10kg barbell)
Cut down on the heavy cardio, for reals. Jogging casually or HIIT is fine, but remember that the best recipe for a skinny fat physique is endurance training only on a caloric deficit.

I'll look into stronglifts. And yeah, I do cardio but I'm not on a deficit because gym + studying are already taxing enough on my body and mind. If I restricted myself I'd die so I just try to eat healthy.

Perhaps try wearing control underwear.

I'd recommend:
>low bar squat
>hip thrusts
>side bends
>russian twists
>planks/ side planks
Also, the only good exercise that will hit that lower back area (besides deadlifts) would be:

Start with just your bodyweight, crossing your arms across your chest, then after you get used to it, hold larger and larger plates to your chest when doing them. Do about 3 sets of 10-12 and it'll smash your lower back.

i will unironically suggest a team sport to join or something like kickboxing or boxfit the calisthenics would probably be enough for you to look "good" lifting is good too but tbqh its hard for most people to follow through, especially a novice like yourself. If you're the 1 in a million who can follow through, realise your form mistakes along the way and adjust to make it then by all means go for it. I would unironically suggest crossfit too, because the people there will motivate you and encourage you to keep going.
We are social creatures and it does play a big role for us to have people there supporting us. Weights and following something like 5x5 is good too but again its very hard for a novice who doesn't even know what the fuck they're doing to overcome alot of the obstacles.
