Would leg weights be useful when practicing kicks?
I don't mean fully throwing kicks with weights on, i'd prefer to keep my knees, but putting them on when doing slow motion kick routines.

Pracitice kicks for what? If you want better kicks, become more flexible and loose.
They are only useful for slow motion high kicks to train actively flexibility. For kicks to the midsection and lower this slow motion routine is useless and thus so are the weights.

The "pros" e.g. beijing wushu team doesnt even do this, so I would say you're kind of wasting your time. Unweighted kicks are plenty difficult already

I say that as an ex-tkdfag with a friend who insisted on training with leg weights and ended up getting knee surgery as a result.
For mimicking slow kicking I'd imagine that is similar to adding a weight belt to pull ups.

For a beginner learning new moves they seem okay. I don't see experienced guys using them, at all.

For the slow exercises in video, they would be great, if you're already decently advanced. It really depends so much on what you're doing. Overall yes they can be useful in a lot of ways but can be very detrimental in others.
Sure but the weight there isn't adding resistance to the actual punching motion it's just putting resistance on the shoulder. It's not the same as a lot of tkd kicks as the ankle weights directly add resistance to the direction that you want to be doing anyway for these kicks
