if it's extended, there's more force to be overcome during that part of the motion
so if your lockout (point of extended band) is super easy but you the rest of the rep is challenging, it will also turn the lockout into a challenge

It's a form of accommodating resistance. It makes the easiest part of the lift harder and forces you to be more explosive at the bottom.

not really, lots of athletes who arent out-and-out strength athletes i.e. PLers, Oly lifters, highland gamers etc might need to develop power at the weakest point in their force ark. bands would help in this.

Bands in the bench press are only effective if you plan on competing geared. Otherwise, just add weight or volume

Bands are tryhard shit 99% of the time for weight lifting. There's only a few very specific reasons to use them for strength training. For sports specific training they can be useful for high velocity movements but even in that setting they're usually not used well.
Fuck bands for the most part.
