Drawing ugly art is really fun for the artist. You get a type of freedom with ugly characters that doesn't really exist with normal ones. You can also just do a lot more, the type of madness OP's pic means to portray wouldn't work with the actual style of the show.

I disagree, comedy is the one genre that America beats Japan at, and the Simpsons is at the top, Futurama wasn't quite as funny
But American cartoon studios are not good at and dont want to make action and adventure series with continuing plots in general

Japanese humor is different from Western humor though, what they find funny is different so you can't really say one is better than the other when your sense of humor isn't the same as the target audience's.

E.g. Most people don't physically react when Forrest Gump says "stupid is as stupid does" but Southern audiences roared with laughter whenever he said that because it's a subversion of a common saying there that makes him look even dumber.
