It is just where my neck ends it's like a bumpy line thing that's not as thick throughout the whole line

Spatial reasoning is one of the things tested in IQ tests (how fast can you reason spatially).
Imagine a dice in your head with 6 different sides. If you can move it in all directions and "see the correct sides" you probably have an high IQ (if you're male)

the two ridges, inferior and superior to the red line you drew are called inferior and superior nuchal lines. Everybody has them, not just neandertals browsing fit. Trapezius attaches to the superior, inferior is for fascia.
