My dyel friend with twig arms says he can curl 20kg dumbbells. Is he bullshitting? Keep in mind he has 12 or 13 inch arms. I've been lifting for alomst two years and can row 100kg and do pullups with 30kg added weight yet I would struggle to curl 20kg DBs for more than 4 or 5 reps. So is it possible?

Ask him about his other lifts. Ask him what he benches/ squats, and then ask him what weights he puts on the bar to make up that number. It's the easiest way to tell if someone knows what they're talking about.
If it sounds like he knows his shit, he's probably telling the truth. I can't imagine a gym bro lying irl about what he's accomplished. His form might be garbage though.

That's the thing though, he doesn't really lift at all. He just has some dumbbells at home that he does curls with. I went to the gym with him a couple of years ago and he could barely bench the empty bar and couldn't do one pullup. He only bought the dumbbells a few months ago too and looks the same as he did years ago.

If he's a scrawny cunt he's probably cheat curling or lying, but if you struggle to curl 20kg DB's for more than 5 reps while having a 100kg row you're doing something wrong. I row 100kg for 8 reps and can strict curl (back to wall + full rom) 26kg for about 12 reps and my biceps are a weak point.

how do you do pullups with 30kg added weight and can't do 20kg curls. I think you just fell for the no curls needed for biceps meme.
I do my curl sets after my pullup sets and I curl 22kg and on pullups I only use 20kg added weight. 5x5 on both exercises.
