Actually, it's not. Only one study has found negative association between dehydration and hangover severity, and really the study only measured hangover severity as correlated with a certain hormone in your body that can sometimes imply dehydration. Doctors still widely accept that a large percentage of hangover symptoms are a direct result of dehydration.
Another feasible theory is the build-up of acetaldehyde, which is a by-product of alcohol. Your cells can break down acetaldehyde and flush it away - eventually - but it doesn't help them to be dehydrated and drained of precious salt.
