I've suffered with bicep tendonitis for bout 3 years now
usually theres a few reason it isn't healing
1. training too heavy
2. too much volume
3. too much frequency, training them too often
4. training to failure too often
5. training back too often or doing any of the above with pulls/rows.

first thing you need to do is cut back to let the tendon heal
less volume, less weight and no training to failure on bicep exercises, do this for like 3 weeks more if it still hurts.
once the pain goes slowly start to increase weight or volume, if it starts hurting again you know you're doing too much or it's that specific exercise that's causing the issue

No exercise until the pain goes away

Some pain is necessary. That's how you know you pushed it and find your maximum level.
