seriously buy a heater retard, even if the building isn't entirely heated an electric heater on for 20 minutes before you workout will still make a big difference
Buy an extension cord and move the heater near where you're lifting as you move around the gym

put some foam mats down, they are like 20 dollars for 16 square feet of mats. They will help you keep things insulated as well as be able to do groundwork

Basically commit to what you can reasonably do. Commit to ten minutes of absolutely anything, even holding a weight above your head with one hand while you jack it to facebook with the other, as long as it's ten minutes.
I'd honestly start with a 20 lbs kettlebell, and learn how to do cleans, presses, snatches, getups, the kettlebell swings, and then I'd start at doing one each in sets, and maybe only start with one or two sets as training and call that your basic workout. look up "Pavel Tsatsouline", he's got some of the best stuff on using kettlebell that's available in English.

Get a kerosene torpedo heater. I used to heat my 3500sqft shop with one. Run it for 15 mins before you work out and you won’t need it for the rest of the time becaue as it gets cold again, you’ll be getting hot.
If you are in a garage at least insulate the doors before trying to heat the space
Sell smith machine and squat stands, buy squat rack, bench in rack with separate bench. Go ahead and sell that preacher curl station as well.
