People say that because of the androgen receptors in those regions. People say that when your traps are halfway up your fucking neck 4 inches out and your delts are the size of your head. You can still have a shoulder area like that natty, so you need to stop using that as a basis for pointing out cheaters.

I just started my Winter bulk so I can't speak for leanness, but I have acne on the back of my shoulders and the top of my chest just from work and weather. Most people have acne in high friction places. Not a very good argument.
