Muscle loss from cutting is pretty minimal unless you're huge.
I'd say 3 weeks is a fantastic opportunity to shed a little fat. Eating 500 below TDEE you lose 3lbs, eating 1000 below (this one sucks) you lose 6lbs. Add cardio into either and there's more.
I started skinnyfat, cut to abs, lean bulked until my abs went away and repeated the cycle and it worked for me. I believe in you user.

The goal is to maintain your current intensity and volume.
I lost about 5lbs on my bench, 10 on my OHP and 20 on my squat (I hate squats though).
It all comes back though once you start eating again. Cutting sucks but you gotta do it sometimes.
I have super weak lifts and I want to get over that ASAP so I don't mind being fat for a little while desu.

You'd have to post body for my honest opinion. I looked fine in a t-shirt but all my fat is stored in my stomach and lovehandles, I cut until it all went away and then bulked. Some people are different and can do better bulking. Either way, for people who are skinnyfat they have to commit to one first and then the other, if you get my meaning. Choose whichever will make you happier first.
Want abs/to be lean? Cut first.
Is increasing your lifts more fun? Bulk first.
If you did a very mild cut for like one month you'd look great (normie standards) and then could bulk without a care.
