You're sort of right in that myoblast differentiation (myogenesis) occurs mostly during embryonic development. However, contrary to what you believe, it also occurs during hypertrophy.
Myostatin is released by myocytes (muscle cells) and is a form of autocrine (cells signalling to themselves) signalling that inhibits myogenesis.
Inhibiting myostatin definitely increases hypertrophy, as follistatin has been shown to increase muscle mass in treated animals i.e. myostatin is acting on the muscle long after embryonic development and birth. Myostatin also inhibits Akt (another signalling protein) that is required for muscle hypertrophy, so you're also mistaken in assuming myostatin only inhibits myogenesis.
