i DON'T know what to do. He is obsessed with having what he calls 'Perfect Muscular Skelatinous Structularity'. He thinks his body has to have a perfect ratio of bone to muscle and no fat can be tolerated

Be mentally healthy. Don't have such epic self hatred that you can be compelled by advertisers to nuke your own health or waste money in favor of moderately improving your size/attractiveness.
obviously keep pushing yourself, but at your core you need to be sure that you're doing this for you and no one else.
Men used to be immune to this type of media/self-induced mental illness. Why would men be vulnerable to it now? (don't go conspiracy theory on this question just think about personality traits that are encouraged by the modern world that weren't even fifteen years ago).
Whatever that change is, don't make it.

first of all get him on diet that will make some gains tell him that he can eat as much as what he eats now but he won't grow big
second, go to gym with him, teach him basics etc and also teach him that he doesn't have to measure everything everyday becasue he will get frustarted tell him to just stick to diet and workout and one day he will look in the mirror and see that he makes progress then let him take measurements
tell him that lifting should be his hobby not his entire way of living
