Just because Asta is ultrabased doesn't mean Deku isn't based. You can't get fit in the gym if you never learn from others how to exercise properly via in-person training or at least videos that share knowledge. All Might just gave Deku the ability to put his hard work to use like a trainer gives someone the knowledge on how to lift. Deku still showed up in the gym everyday after he got the ability to compete in the first place. Also Asta is a complete abnormality every single person has magic in that world so its normal for him to assume he would get it at some points. Wheres as in BnhA 1 out of 5 are quirkless so its many many times more common to just be an average dude.
