Generally it's a pain to use the cables since they're clunky. But yes this is goat.

Another variation I've seen/used was to get a dumbbell and lie on your side on an incline bench.
Let your arm hang down in front of you and just bring it up

Bands are better for this, put em on the opposite leg, lets say right, and pull with the left arm.
That's a GOAT.

I like the dumbbells because I usually do rear delt flies first and right after burnout with lateral raises with same weight.

You can load these with more weight and do negatives with the help of the other hand. I found that helpful for progressing in strenght.

Why not in front while leaning forward? All the big guys are doing dumbbell lateral raises while leaning forward.
